In this article:

Environmental effects on flower initiaion are discussed, such as nutrition, water, light, and temperature. Cultural practices effecting flower initition which are discussed are rootstocks,  pruning, thinning, and training.

Finally the paper discusses the effect of growth substances, both endogenous and exogenous, on the initiation.
