In this article:

Since excessive soil salinity has previously been identified as a potential course of premature bud burst, during the course of investigations in which the time of bursting in sultana vines was determined salt determinations were also made to see whether there was any relation between salt and time of bursting in the absence of appanent salt damage.

The correlation was invariably negative, but was not always significant.

It appears that while excessive salt will cause early bud burst, it is not the major factor affecting time of bursting. Early bud burst should not, by itself, be taken as a sign of excess salt.
